I . Particulars of the Organization, Functions and Duties

1. Introduction: The Administrative Head is the Secretary of the Department of Animal Husbandry and Veterinary. He is assisted by one Addl. Secretary, one Joint Secretary and one Deputy Secretary with supporting staff.  The Directorate of Animal Husbandry & Veterinary was established in 1965. The Directorate was initially headed by a Deputy Director but it has now become a full fledged Directorate headed by a Director, assisted by 1 Additional Director, 2 Joint Directors and a number of officers including Dy. Directors. There are 11 District Veterinary Offices headed by a District Veterinary Officer.

5. Vision

  1. Self sufficiency in Animal Husbandry Products – Meat, Milk & Egg.

  2. Mass production of Meat, Milk & Egg through “Peoples Participation”

  5. Self employment avenues for all the potential livestock & poultry farmers and raise employability.

  6. Organic Livestock Production will be the main basis of Economic Development.

10. Transfer of livestock technology from Lab-to-land

 

6. Strategy: In order to achieve the above Visions, the Department has formulated the following strategies:-

 

1.                  Mass production of Animal Husbandry products in the State through “Peoples Participation” as per the “Road Map” of the Department so as to attain Self Sufficiency in Meat, Milk and Egg in the State.

2.      “Quantification of Livestock and Poultry” per household in all the 1278 number of inhabited Villages of the State so that the schemes are dovetailed and framed as per requirement.

3.      Focusing towards bringing a “White Revolution” in the State for self sufficiency in milk by strengthening the existing Dairy Cooperative Societies, Milk Processing / Chilling Plants in all the District Headquarters and selected Milk Shed Areas for providing Marketing Avenue to the rural milk producers.

4.      Intensify the Programmes on “Specialized Commercial Farming” through “Entrepreneurship Development” by involving unemployed Veterinarians, Para-Veterinarians, Progressive farmers and other educated unemployed youths for  self employment generation schemes through Public–Private Venture for solving unemployment problem and also to minimize exodus of the youths from the rural to urban areas.

5.       Revival and Improvement of the Traditional “Backyard Livestock and Poultry” farming.

6.      Harness surplus production by setting processing unit for “Value Addition” and also provide an assured market through organized “Marketing Network”.

7.       Village Adoption by each and every Department Livestock and Poultry Farms.

8.      Department farms shall continue to produce quality breeding stock for the farmers.

9.      Conservation and Development of Indigenous Animals.

10.   Intensification of Fodder Development.

11.   Mass Immunization for prevention and control of economically important diseases.

12.   Intensifying Farmers Training Programme, Trainers Training, In-service Training for capacity building & Skill up-gradation.

 

7. Approach

            In order to achieve the above strategies, the Department intends to adopt the following approaches: 

 

  1. The Department’s thrust area shall be to develop Piggery & Poultry for Meat production and Dairy Cattle for Milk production.

 

  1. To attain self sufficiency, each rural household shall be encouraged to rear 3 nos. of pigs, 50 nos. of poultry birds and every 10 household to rear 1(one) dairy cow.

 

  1. To implement programmes such as Induction of dairy cattle, community cattle rearing, rural dairy farming, Artificial Insemination, etc. to bring about a White Revolution in the state.

 

  1. Initiate new programmes through Public-Private Venture for specialized commercial farming under Integrated Livestock Development Programme.

 

  1. To enhance productivity in the rural areas, Backyard Piggery and Poultry Farming shall be revived and improved through technology.

 

  1. Production through “Cluster Approach” - to ensure effective monitoring and success of the schemes and marketing. This will also result in surplus commodity for value addition.

 

7.      Adopting 10 Villages” by each Departmental livestock and poultry breeding farms whereby the Villagers will be given seed stock, vaccines, medicine, consultancy services etc. for Livestock & Poultry under the guidance of the Farm Managers.

8.      Consolidating the existing Livestock and Poultry Breeding Farms” so as to evolve suitable crossbred in sufficient quantity from the Departmental farms for breeding & propagation.

9.      Set up Nagaland Composite Pig Farm including Satellite Breeding Farms for feeding the Pork Processing Plant.

10.  “Conservation and Development of Indigenous Animals” like Mithun, Phre and Thotho, etc. for enhancing the Meat Production in the State through selective breeding.

11.  Intensification of Fodder Development” - Setting up of Fodder Banks and Grassland Reserves in the entire District supported with Bhusha Block Making, Hay & Silage Making Units to solve problem of feed scarcity during lean period.

12.  “Mass Immunization” Programme for prevention and control of economically important diseases with a view to enhance meat, milk and eggs in the State at the farmers doorstep under the centrally sponsored scheme-ASCAD.

  1. Consolidating and dovetailing the entire Health programme” under State & CSS into an effective delivery system at the doorstep of the farmers for prevention and control of important zoonotic and economic diseases.

  2. Organize regular workshop/seminar, farmers training, awareness campaign, exposure trip, etc.

 

8. Objectives:

1.      Consolidating the achievement made in the 10th Plan with the aim in attaining self sufficiency in Meat, Milk & Eggs.

3.      Promotion of Crossbred animals while conserving the indigenous breeds.
