MANUAL – I : PARTICULARS OF THE ORGANIZATION, FUNCTIONS AND DUTIES
as on (31-March-2010)
I. Introduction
The Department of Soil & Water Conservation is an Agri & Allied Sector Department. It was bifurcated from the Department of Agriculture and duly established as a full fledged Department in 1968.
Since its establishment with a bare skeletal staff, the Department has grown both in manpower and infrastructure as well as developmental activities. Today, the Department can boast of more than 800 officers and staff and also offices all over the State.
Land and water being the two most vital natural resources for sustainable development, the Department of Soil & Water Conservation has assumed great importance in the Agri & Allied sector and to this effect, the Department has initiated many conservation oriented activities during the last decade.
2. Name of the Organization
The Department of Soil & Water Conservation.
3. Policy
The Department has embarked on a policy of sustainable production and protection through environmentally viable measures and conservation of natural resources. Special effort has been made to generate employment in rural areas.
4. Objective
Judicious utilization of natural resources without ignoring the aspect of conservation and environment and generation of self employment avenues to qualified unemployed youths.
5. Activities and functions
Soil Survey & Testing : This branch of the Department provides land-user departments with three-Dimensional data collection and land use planning through reconnaissance field survey and delineanation of watersheds, soil testing, detailed soil survey and Meteorological reports.
Fifteen Meteorological Observatories have been set up all over the State catering to the needs of meteorological data of all user-departments as also providing daily weather bulletin in the Media. The website Address is available at http:/164.100.149.132/genwis/genweather.asp.
Nursery Development : To meet the demand for adaptable tree saplings due to the integrated plantation projects initiated by the Department, 8 nurseries have been established and located at various agro-climatic zones.
Integrated Watershed Management Project : This is the only State funded ongoing project under the Department started during the 6th Five Year Plan. The main objective of the scheme is treatment of Mini-watershed areas covering a minimum of 200 Ha. per project for sustainable production and protection.
Watershed Development Project in Shifting Cultivation Areas (WDPSCA) : This is an Additional Central Assistance (ACA) scheme fully funded by the Central Govt. to State Plan. The primary aim of the scheme is to stabilize jhum cultivated areas and increase production for the farming community.
The main activities of the scheme include Basic activities, project activities and Production system. Under Basic activities, training and educational tours for farmers, watershed study using Remote Sensing data, development of research & demonstration plots etc. are implemented.
Project activities include development of Dryland Horticulture, plantation crops, improved crop production, reforestation etc.
Production system covers assistance to villagers for establishment of Blacksmithy, Carpentry, Tailoring and Piggery.
Stream Bank Erosion Control (SBEC) : Nagaland comes under hilly terrain with steep gradient-drainage system coupled with heavy rainfall causing run off, stream bank erosion, flood and change in river courses with catastrophic effect. To check this menace, the Department has formulated a comprehensive multi-purpose and multi-dimensional river management plan using Gabion boulder sausage structures.
State Land Use Board (SLUB) : The objective of this scheme is to initiate healthy and scientific management of State’s land resources, planning and monitoring, imparting awareness on land resources and generation of action plan based on authentic data collection.
Cotour Bunding and Plantation : It has been observed that some areas require land treatment measures but are outside the purview of the watershed boundary. In such a situation, the scheme assumes significance through development of contour bunding and economic tree plantation activities for conservation of top fertile soils and check run off for optimum production.
Bench Terracing : This scheme has been framed to develop degraded areas which are outside the purview of watershed boundary giving direct impact for sustainable production. The main emphasis is to develop such areas where no road connectivity is available for transporting food grains from other parts of the State.
Conservation of water bodies : The main focus of the scheme is to restore and conserve existing water bodies of the State and improve water quality, recognize lakes and ponds and make productive use of them and improve the bio-diversity conservation through public awareness and proper management.
Disaster Management : It has been observed that disaster, particularly natural calamities are occurring in the State time to time with greater frequency, since the State comes under the seismic zone of North Eastern States of India. Based on the State Government’s policy for disaster management, this scheme has been included in the 11th Five Year Plan to tackle such natural calamities in the State.
Organic Farming : Soil fertility has been degraded drastically in the State due to intensive jhum cultivation thus decreasing the crop production. In order to reclaim the soil fertility, organic farming with alternative farm input like Vermi compost, bio-fertilizers, bio-pesticides, organic manures and use of green manuring crops is an alternative technology to optimize crop production.
Remote Sensing : The application of Remote Sensing technique is vital for acquiring information on land resources periodically. Remote Sensing data are multi-temporal, broad synoptic and compatible for digital manipulation and capable of generating multi-thematic maps for integrated planning and implementation. The Department has officers trained in Remote Sensing application for formulation of various project reports.
Integrated Land Development : The main thrust of the scheme is land infrastructure for permanent cultivation of crops, vermicomposting, training and demonstration and land development particularly in foot hills using heavy machineries to stabilize the imbalance and rapid degradation of land. The scheme was initiated during 2003-04 under negotiated loan with NABARD providing the institutional support.
Education & Training : A two-year Pre-service Soil Conservation Assistant (SCA) training course is conducted at Sechu under this scheme. Since its inception, 17 batches have been completed successfully. Apart from this, in-service and farmers’ training along with outside-the-state educational tours are being conducted annually.
Building Sector : Apart from the Directorate Office complex, the Department has 11 District offices, 14 Sub-Divisional Offices, officers and staff quarters in all the Districts and a Mechanical Workshop at Dimapur. A Departmental Rest House is also located at Dimapur.
The Department has upgraded the Sub-Divisional offices of Longleng, Peren and Kiphire to District level offices during the 11th Five Year Plan.
River Valley Project : This is a Centrally Sponsored Scheme initiated during 2003-04. The main activities of the scheme include Horticulture, Agro-forestry, contour-vegetative hedge, sowing and planting and drainage line treatment covering parts of catchment areas of Dhansiri river.

In the Directorate, the Director is assisted by-

They are further supported by a number of technical and Ministerial staff (detailed list of officers and staff is given in Manual IX & X).
Subordinate Establishment :
There are 11 District Soil Conservation Offices headed by respective District Soil Conservation Officers in the rank of Deputy Director and supported by adequate technical supervisory staff. The Ministerial staff is headed by a Head Assistant catering to all office and administration works.
Besides the District offices, the Department has 12 Sub-Divisional Offices which function as field supervisory offices along with a nucleus staff.
The Department has a Mechanical wing headed by a Mechanical Engineer with a full complement of Technical staff with headquarters at Dimapur.
The Research & Training Centre, Sechu is headed by the Assistant Soil Conservation Officer(R) supported by adequate Class-II junior Lecturers, technical and Ministerial staff.
There are altogether, 717 officers & Staff under the Department with 587 technical supervisory field officers and staff, 130 Ministerial Staff in the Districts and Sub-Divisions and 64 (fixed Pay) Contingency paid employees.

All official matters, papers correspondences are marked by the Director/HoD to the concerned office assistant who process it in the relevant file. The file moves from the Assistant to the Superintendent, officer in charge, joint director, Addl. Director and finally the Director who gives the final decision based on the remarks/suggestions/recommendations of the officers/ Assistants.
Major policy decisions and issues are also discussed and decided upon collectively by the officers in the monthly officers’ coordination meetings.
