OBJECTIVES/PURPOSE OF THE DEPARTMENT:
The main objective of the School Education Department is to formulate policies, Laws and regulation and various programmes basing on the needs of the society now and then for achieving the following goals.
a). To provide Primary/Elementary Schools to every recognized village where there is no schools
b). To provide and Free and compulsory Education for all Children of age group 6-14.
c). To eradicate dropout/illiteracy/retention
d). To improve basic amenities in schools
e). To improve and enrich the syllabus
f). To improve and impart quality education
g). To provide free textbooks to all the students of the state from pre-primary to Class 8(Eight).
h). To give importance to vocational training.
i). To encourage/improve Health education.
j). To impart adult Education/Agri/environmental education
k). To involve the parents in the management of Schools to a great extend.
DUTIES OF THE DEPARTMENT:-
The following are the items of the work done by the Department:
a). Overall administration and control of theDistrict Education Officers and Head of Institution.
b). Monitoring and evaluation of Educatonal Progrrammes .
c). Implementation of Educational flagship programmes.
d). Enquire/Reporting of the achievement of the flagship programmes launched by Government of India.

The Directorate of school education supervises the system of imparting education from Primary up to Higher Secondary level as well as Adult education, Science Education, Agri & Environmental Education etc, in the State. The procedure following the decision making process, including channels of supervision and accountability;
- Decision Making.
The Cognate power of the Director was withdrawn by the Govt. from the year 2004 and therefore;
(a) The Appointment (Adhoc) for the post of Grade II & IV staff including contingency was never done without the approval of the Govt.
(b) Any Interview for the post of Grade II & IV conducted by the NPSC or District Selection Board is never appointed without the approval of the Govt.
- Supervision ;
Director is acting as Head of the Department of School Education. He directs his subordinate officers to carry out the work supervision and inspection. Any inquiry necessary to be conducted by the Department is appointed by him.
As per the Charter of duties, DEOS are empowered for supervision and inspection under their respective jurisdictions.
- Accountability;
(a) All the financial sanction on the approval of the Govt. are disbursed and paid in terms of pay and allowances, supply and contract works are accountable and comes under the Audit by the A.G/C&AG and PAC .
(b) The Gazetted Govt. servants are accountable in Govt. level and all the Non-Gazetted by the Director under Nagaland service Conduct Rules. Any misconduct/misbehavior committed by any Non-Gazetted Govt. servant are penalized by the Director.
MANUAL IV:
THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS;
(1).Administration Section:
a) Proper maintenance of records, files and assets.
b) Strict adherence to rules relating the service matters.
c) Effective monitoring and supervision of the office functioning.
d) Effective monitoring and prompt action in tabling of files relating to all the Officers Ministerial Staff of all institutions, Sub-ordinate officers, Fields Staff including the Directorate Staff.
(2).Accounts Section:
a) Supervision, monitoring and judicious use of department fund.
b) Budgeting and maintenance of records as per audits instructions.
c) Correspondence of GPF (NR) final payment of GIS/ ACP/ Anti-stagnation/ C&AG/ PAC Pension/ Audit.
d) Reconciliation and compilation of expenditure.
(3).Elementary Section:
a) Proper maintenance of records files and assets relating to teachers and Schools of Govt. Primary School, Govt. Middle school and Govt. High School which do not have D.D.O powers.
b) Effective monitoring and prompt action in tabling of files, relating GPS, GMS and GHS which do not have D.D.O powers.
c) Strict adherence to filing norms.
(4).Secondary Section:
a) Proper maintenance of records files and assets relating to Govt. High School.
b) Effective monitoring and prompt action in tabling of files relating to GHS and the Teachers.
c) Strict adherence to filing norms.
(5).Scholarship Section:
i. Initiate and monitor for awards of merits Scholarships through competitive examination for selection of merit students.
ii. The following are the scholarships awarded by the Department.
a) Children Education Assistance Fund
b) Class IV Terminal Stage Examination for 52(fifty two) Blocks.
c) Nagaland Stipends/ Special stipends for girls at secondary level
d) Nagaland Stipend/ Special stipends for girls at Elementary level.
The Serial No (c ) (d) and (e) are provided on merit cum-poverty basis.Selection are made by Principal/Headmaster/DIS by constituting a selection committee in school level and District level.

iii. Tabling of files and maintenance of records, relating to Scholarship Awards.
(6).General Receipt & Dispatch centre:
a) Receipt of any kind of letter notification, application/correspondence with the department.
b) Dispatch the letters/application to the respective designated Officers.
c) Maintenance of records of receipt and dispatch letter for the department as well as from the department.
(7).Legal/Confidential Section:
a) Supervise and monitor the matter relating to suspension and re-instatement, complaints, inquiries alternation of Date of Birth, fraudulent cases, condonation of Age, correspondence with Vigilance.
b) Monitoring all confidential matters including ACRS.
c) Supervise and monitor Supreme Court Cases, High Court and Lower Court Cases.
d) Prompt action in tabling of files and maintenance of file records.
(8) Physical Education Teachers Section(PET):
a) Proper maintenance of files and records for the Physical Education Teachers.
b) Effective monitoring and prompt action in tabling of files relating Physical Education Teachers.
c) Monitoring tournament for GMS in District wise.
d) Monitoring and tabling of files relating training cum orientation for the physical Education teachers from time to time.
9. Adult Education Section:
a) Supervises and instruct the field officers/ District Education officers and Supervisors for implementation of Adult Literacy Programme in the State.
b) Supervision and monitoring.
c) Tabling files relating to National Literacy Mission and State Literacy Mission Authority.
10. Agri & Environment Education:
a) Supervise and deals with the subject relating to disaster management, Environmental Hazard problems etc.
b) Supervision and monitoring of creating awareness programme by conducting seminars, training, publish booklets, pamphlets and teachers guidebook. Procurement of tools and implementation as per budget provision to respective subordinate officers’ and Schools.
c) Maintenance of files records and tabling of files relating to Agri- based teachers.
11. Educational Technology Cell:
a) Script writing and monitoring of Educational, Broadcast Programmes collaborating with AIR.
b) Provide with Mass Media facilities like Television and Radio-cum-tape recorders.
c) Crash course for HSLC students through mass media programme.
12. Women Education Section:
a) It deals with work based education for girl students by imparting training in life Skills.
b) Monitors the implementation of policies and schemes for girl students assigned to the Knitting Instructor in the Elementary & Secondary stages. Procurement of funds and distribution of materials as per budget provision.
c) Organizing training cum seminar in various fields associated with women development.
13. Transport Section:
a) Supervise and monitors all the matter relating to transportation.
b) Maintenance of records and files, tabling of files relating to drivers and vehicles that are allotted to the Department.
c) Detailment of duties of drivers, vehicles and allotment of vehicles to the Directorate Officers and field officers.
d) Condemnation of vehicles,
e) Tabling of files relating to expenditure on monthly P.O.L against M/V/ repairs and replacement of parts to vehicles.
14. Training Section:
a) Deputation of officers for refresher training in various courses.
b) Compiling and selection of graduate teachers as per District quota for B.Ed training.
c) Compiling and selection of under graduate teachers for ISTE training under DIETand various short course from time to time.
15. Science Education:
a) Arrangement of plan and programme for deputation of Science Teachers to short term training and orientation course for teachers conducted by SCERT and DIET from time to time.
b) Procurement of funds and distribution of basic equipments and materials for science laboratories for both Higher Secondary and High Schools.
c) Conducting of science seminars as per instruction of NCERT, New Delhi at the District Level and State Level on competitive basis on which the best participants are selected to participate at the National Level.
16. Higher Secondary section:
a) Proper maintenance of records files and assets relating to teachers and Staffs of Higher Secondary schools.
b) Effective monitoring and prompt action in tabling of files relating to Higher Secondary Schools and teachers.
c) Strict adherence to filing norms.
17. EE.PWD(H) Education:
a) Execution of all Technical works for School Education.
b) Infrastructure and all developmental activities for School Education department.
18. Hindi Section:
a) Supervises and monitors for Hindi Education up-to Elementary level.
b) Revision of Hindi Text Books according to the Govt. instruction.
c) Supervises and monitors over Hindi subject matter in all Govt. Schools as well as Private Schools.
d) Prompt action in tabling of files relating Hindi Teachers.
e) Conducts interview for the Students seeking admission into Hindi Training Institute, Dimapur.
f) Strict adherence to filing norms.
g) Conducting Pre-Test for the Hindi Teachers
19. Development Section:
a) Supervision and monitoring all the development activities of the entire Department.
b) Organize/Constitute/The Purchase Board on receipt of sectoral allocation of fund for different section.
c) Initiate proposal within the fund Provision.
d) Initiate for recognition and upgradation of Schools
20. I.EDC Section(Integrated Education for Disabled Children):
a) Supervises and monitors in imparting education through orientation, Training, Sensitization in Special Education to teachers, field Officers and community leader.
b) Conduct assessment and identification of children with disabilities and sent proposal to the Ministry for assistance.
c) Distribution of materials to the beneficiaries as and when provided by the Ministry in the prescribed norms.
21. GSS Section:
a) Supervises and monitors the subject matter relating to accommodation, Land encroachment, ID Card for the department.
b) Supervises and monitors on office expenses both plan and non plan expenses for the Directorate Office.
c) Receipt and issue of materials for Directorate Office.
d) Maintenance of Directorate Stores.
22. Text Books:
a) Supervision of the Language Officers, staff of the section.
b) Production of Local Text books and distribution thereof.
c) Organizing Seminars/ workshop/ orientation on language development in collaboration with Literature Committees.
23.Planning Section:
a) Supervision and monitor the annual plan works after the finalization of the plan budget.
b) Supervision and monitoring relating to Grants in-aid to private institutes and special institution depending uponapplication and fulfillment of the criteria.
c) Permission for Openning of Private Schools.
24. Health Education:-
a) Initiate for Medical Re-imbursement to the Officers and Staff of the Department.
b) Formulation of Health Policies for the School Children.
c) Formulation of Health Card for the Children.
d) Identification of Disabled School Children.

1. Grant-In-Aids is given to all Non-Govt Schools on the basis of their performance and with minimum 20 enrolment in Class X(Ten) and with minimum Pass percentage of 50% and above in HSLC (High School Leaving Certificate) and Higher Secondary Schools Examination.
2. Grant to provide maximum support for Communitisation of Education in the State Grant-In-Aid has given to permitted and recognized to Non-Govt Middle and Primary Schools those are admissible for the Aid.
3. Grant to various Literature Committee for support in respective language development and various special Institution.
