SCERT, Nagaland 

 

1. The particulars of its organization, functions & duties:

 

The State Council of Educational Research and Training is the academic wing of the Department of Education. It is an all-purpose institute concerned with diversified educational activities and aims at bringing about a coordinated strategy for all-round educational development in the State especially in the school sector. The SCERT as an organization aims at brining about desirable change in attitudes & behaviour in all concerned with education and at inculcating an ideal value system in the learner and the teachers, so that class-room transaction takes place in a conducive climate and the learner consequently becomes a useful component, of the wider society.

 

The SCERT, thus, is supposed to perform:


(i) Leadership role (ii) Advisory Role (iii) Liaison role and (iv) Extension role.

 

The SCERT was established in 1979 vide Government of Nagaland Notification NO.EDS (SCERT)/2/78 dated 15-12-79. In the initial period, the Principal, Nagaland Collage of Education, Kohima was nominated as the Ex-Officio Director of the SCERT. For administrative convenience all administrative and financial matters like drawing up of schemes, allotment of fund, formation of policy decision etc. lay with the Director of Education. With the bifurcation of the Directorate of Education into the Directorate of Higher and Technical Education and the Directorate of School and Physical Education, the SCERT was put under the Directorate of School and Physical Education.

 

In a communication to the Secretary (Education), Government of Nagaland, the Government of India advised that all SCERTs in the States should be headed by a Director in the status of the Director of Education in terms of scale of pay, administrative and financial powers to ensure prompt action both in administrative and functional matters. As an initial step the Government of Nagaland brought the SCERT under the direct control of the Education Department. The Secretary (Education) was declared as the Ex-Officio Director vide Notification No.EDS/7-/3/ Dt. 27-4-83, under this arrangement all academic and administrative functions are disposed off by the Secretary (Education) in the capacity of Ex-Officio Director of the SCERT.

 

In the light of the suggestion from the Government of Indian and for a proper coordination of education from pre-school stage to higher secondary stage the SCERT was made a full-fledged Directorate vide Government Notification No. EDS (HTE)/17-32/86 dated 18-12-86.

 

Functions:

 

As the academic wing of the Department of Education, the SCERT deals with the academic aspects of different levels of Pre-primary, Primary, Elementary, Secondary, Higher Secondary as well as Non-Formal Education. The main functions of the SCERT are:

 

(i)         To act as an agent of change in School education in general and in Teachers Education in particular.

 

(ii)        To arrange for the In-Service Training and Orientation of Supervisory/Inspecting Officers dealing with Pre-Schools, Elementary, Secondary and Higher Secondary Education.

 

(iii)       To arrange for the In-Service Training of Teacher Educations working in the Teachers Training Institutes and for the Teacher working at all the stages of Education form Pre-School to Higher Secondary.

 

(iv)       To organize programmes including correspondence-cum-conduct Courses for the overall professional development of teachers, Teacher Educators and Supervisory/Inspecting Officers.

 

(v)        To provide Extension Service to Teacher Training Institutes at all levels  of education and Coordinate the  work of these centres.

 

(vi)       To provide Curricular, Instructional materials, Textbooks and others for use in Educational Institutions and by Teacher from Pre-School to Higher Secondary.

 

(vii)      To prescribe curricular and text books for schools and Teachers training

Institutes.

 

(viii)     To produce Instructional materials for use by teacher Educators at the Secondary and Higher Secondary Education.

 

(ix)       To function as a controlling authority essentially in connection with the academic aspects of Elementary Teacher Education and in connection with its administrative aspects also.

To conduct studies and investigations on the various problems of education in general and in the training of Teacher.

 

(x)        To coordinate programmes of different subjects, and.

 

(xi)       To undertake specific projects upto Higher Secondary stages of Education as may be entrusted to it by the Government from time to time.

 

            Although the State Government has delegated the roles and functions of the SCERT as mentioned above, yet presently the SCERT is looking after the academic aspect of the School Education from pre-primary to class 8 only.

2. The powers and duties of its officers and employees:

 

The Director:  The controlling head of the department and is vested upon to take all decisions at the level of the directorate of SCERT and the DIETs at the district level. He is responsible to see that the duties and functions of the department are carried out efficiently.

 

SCERT at the State Level:

 

Joint Director: Since SCERT is entirely an academic department the Joint Directors are assigned with independent charges  for conducting of research/survey, workshop, seminars, development of Curriculum, Syllabus, all works relating to the State Board of Teacher Education (SBTE), under which 2 years pre-service and in-service training  for teachers is conducted leading to a diploma course. In addition as per requirements of the department works are assigned by the Director from time to time.

 

Senior Academic Officers & Deputy Director:  These officers some are assigned with independent charges such as preparation of plan papers of the department, management of the 6 District Institute of Education and Training (DIET) located at Chiechama (Kohima), Mokokchung, Tuensang, Dimapur, Mon and Pfutsero. Beside, they are assigned with the developmental and review of school textbooks and other instructional materials from pre-primary till class 8, to organize and conduct training programmes for teachers of both Government & Private sector. They are also assigned with the activities under the HIV/AIDS programme, Implementation of Computer Education under the Information & Communication technology.

 

Readers & Research Officer: These officers are the sub-ordinate officers who assist the Joint Directors, the Senior Academic Officer’s & the Deputy Director in all academic activities.

 

Research Associates, Assistant Planning Officer and Information officer: The Research Associates are next to the cadre of the Readers, Planning & Research Officer. All academic activities are carried out in association with the above grade officers of the department.

 

Training-cum-Research Assistant: The post of TRA is the entry point in the Directorate of SCERT as junior class II cadre. They are assigned to assist the senior officers in carrying out all academic activities in the department.

 

Ministerial levels at SCERT:

 

Registrar: The Registrar is the overall in-charge of the ministerial staff in SCERT.

Superintendent & Clerical staff: The Registrar is supported by a Superintendent and host of clerical staff in SCERT such as the Senior Accountant, Accountant, UDA, LDA, Cashier,  Store keeper, Bill Assistant, Steno, Typist, office peon, drivers etc.  

 

DIET at the District Level:

 

The DIETs function at the district level under SCERT.

 

Principal: Principals are the head of the Institution of DIETs at the district level. Overall administration of the institution lay upon the Principal. The Principal’s are accountable to the Director of SCERT.

Senior Lecturer:  They conduct training programmes, research/survey, workshop, seminar besides giving lectures in the classroom for the pre-service and in-service teacher’s training at their respective districts.

 

Lecturers: The nature of work and responsibilities of the Lecturers are same as the Senior Lecturers.

 

Technician: To assist the academic activities in the DIETs.

 

Work Experience Teacher: To assist the academic activities in the DIETs.

 

Statistician: To assist the academic activities in the DIETs.

 

Ministerial levels at DIET:

 

Head Assistant: HA is in overall in-charge of the establishment of DIETs.

 

Accountant, Steno, UDA, LDA. Typist, Peon, Chowkidar, Driver, Librarian, Lab. Assistant.

At the Directorate level the Director makes decisions and is processed to the Government for approval.

Seminars are organized with all stakeholders (including representatives of the public) during the formulation of School Curriculum and major policies relating to educational and academic matters.

            A programme Advisory Committee of the SCERT was setup to give guidance and approval of the various programmes and activities to be conducted by the SCERT. The committee will consist of the following members:
