DEPARTMENT OF TRANSPORT & COMMUNICATION

Introduction: - The NST was establish during 1964-65 with the objective of providing reliable, co-ordinate and affordable passenger bus service to the general public while also to generate revenue. The Department is part taking as Nodal Department for operation of Helicopter service in the state for air connectivity. Besides, the department has established Driver Training Institute whereby aspiring candidates were trained facilitating them to procured Driving license.

 

Achievement. -

The Department achievements during 2010-2011 were elucidated hereunder in sub-head wise:

 

v  Land and Building:

The department own land and building at almost all District Head Quarters besides all major sub-division in the state and during the year the department has completed:

a)      Completed Construction of Commercial complex at Wokha.

b)       Completed Construction of AGM’s office cum shopping stalls at Zunheboto.

c)      Completed Up-gradation of Central Workshop building at Dimapur.

 

v  Engineering Vehicle:

The Department has a fleet strength of 214 buses during 2010-11. Besides, the department has 2 numbers of Breakdown vehicles and 1 number of Truck.

Procurement of vehicle during 2010-2011  = 12 Nos of new buses   of which 8 Nos are 41+1 seater Semi-Deluxe and 4 Nos are 24+1 seater Mini-bus.

 

v  Traffic Operation:

The department service operation during the year:

a)   Total routes=105

b)   Total Schedule Service=152

c)   Total Route Length=15,150KM

d)  Total Kilometers coverage during the year=24,709KM

e)    Besides, the department provided Inter-State Service from Dimapur- Kohima-Imphal.

f)    New routes introduced during the year:

i)                       Dimapur-Poilwa via Peren

ii)                     Kuhuboto-Dimapur.

 

v  Traffic Revenue:

The department has achieved Annual revenue earning of Rs.1155.45/- during the year.

a)       Under Road Transport Head =Rs.1001.24/-

b)      Under Civil Aviation Head             =Rs.  154.21/-    

 

v  TARGET:

 

The department target achievements for the year 2011-2012 were also elucidated as follows:

 

v  Land Building:

The department is targeting to complete the following projects during the year.

a)      Construction of ISBT, Mokokchung under NEC funding.

b)      Construction of ISBT, Kohima under NEC funding.

c)      Construction of Heliport at Alichen, Mokokchung.

d)     Construction of Passengers waiting hall at Heliport Mon.

e)      Construction of Sub-Station building cum retiring rooms at Imphal.

 

v  Engineering Vehicle:

The department  has proposes to procure 16 (sixteen) numbers of new buses during the year.

 

v  Traffic Operation:

The department proposes to open 13 (Thirteen) new routes during the year.

v  Traffic Revenue:

The department has projected a total revenue collection of Rs.1470.00/-(Budget Estimate) during the year.

3. The procedure followed in the decision making process, including channels of supervision and accountability:

The Decision making process essentially consist of examination of each case in the subject matter Division concerned in the Department in light of the relevant rules, regulations and policy guidelines; and obtaining approval of the appropriate authority in the hierarchy to a particular course of action. It also entails carefully weighing pros and cons of the various aspects of the issues under consideration so as to arrive at a feasible decision. The Administrative hierarchy section wise for deciding cases is given at Annexure-I. The normal channel for submissions of cases and their final disposal rest with the General Manager, Nagaland State Transport for minor cases and major cases at the Government of Nagaland level. The functionaries at each level in the hierarchy are required to examine cases in a fair and objective manner and are accountable to that extent.

The documents that are held by the Department of Nagaland State Transport or are under its control can be broadly divided into following categories.

1)      The documents relating to policies, programmes and schemes implemented or proposed to be implemented by the Department.

2)      The documents relating to administration, establishment and personnel maters in so far as this department is concerned.

3)      The documents relating to financial and budgetary aspects of this department.

4)      The documents relating to Acts, Rules, Regulations, Guidelines etc connected with the matters handled in this Department.

5)      The documents, which are informative in character and help formulation of policy and programmes. These include evaluation reports, research papers etc relating to NST.

6)      The documents, which are required to be placed before the state Assembly as, mandated under the relevant statutes/ instruction falling within the purview of this department.
