Police ‘B’ Branch

Police ‘B’ Branch deals with 3(three) Directorates namely:

a) Civil Defence & Home Guards Organisation

b) Village Guards Organization

c) Fire & Emergency Services

 

 

The particulars of its organization, functions and duties

 

1. Civil Defence & Home Guards Organisation Nagaland.

The Administrative Head of the Civil Defence & Home Guards Organisation   is the Home Commissioner, Nagaland and the Head of Department is deputed from the State Police in the rank of DG Police.  The branch deals with matter relating to recruitment, promotion, service rules regulations and all matters relating to promotion and transfers, disciplinary cases against any  Civil Defence & Home Guards personnel   and matters relating to motor vehicles and establishment matters.

 

2. Fire  & Emergency Services.

The Administrative Head of the Fire  & Emergency Services is the Home Commissioner, Nagaland and the Head of Department is deputed from the State Police in the rank of DIG Police.The branch deals with matter relating to recruitment, promotion, service rules regulations and all matters relating to promotion and transfers, disciplinary cases against any Fire  & Emergency Services and matters relating to motor vehicles and establishment matters.

 

3.Village Guards Organization

The Administrative Head of the Village Guards Organization is the Home Commissioner, Nagaland and the Head of Department is the Commissioner, Nagaland & Ex-Officio Commandant General VGO. The branch deals with matter relating to recruitment, promotion, service rules regulations and all matters relating to promotion and transfers, disciplinary cases against any Village Guards Organization and matters relating to motor vehicles and establishment matters.

 

4. ARMS AND AMMUNITION SECTION.

            The administrative Head of the Arms and Ammunition Section is the Home Commissioner, Nagaland. The branch deals with Issue of Arms Licenses and permit for Gun dealership in the State.

The powers and duties of its officers and employees

             a. UDA /LDA: - They examine and process all the papers and cases received by the branch, maintain files and also looks after receipt and dispatch of daks.

 

 

 b. Typist: -    Concerned with all typing matters,

             c. Peons: - Act as assistant in the Branch in handling files and delivering files messages and information

 

Branch Superintendent: - Branch Superintendent supervises and controls the working system of the whole branch and maintains the attendance of the Staffs in the Branch in order to cultivate work habit and to implement the Govt. Policy of No work No pay.

 

Under Secretary: All the files and daks go through the Under Secretary of the Branch and after going through the files under Secretary will give the clear picture of the subject matter and will put up to higher authority for final decision. Under Secretary also recommend the Casual Leave and any other kind of leaves for the Staffs. Files which are approved by Home Commissioner are disposed off by the Under Secretary.

 

Deputy Secretary: All the files routed through Deputy Secretary, who  after thorough study of the files  will again correct or rectify the subject matter where the under Secretary misses the point and will submit to Special Secretary (Home) in order to check the lapses if any.

 

Special Secretary (Home): All the Files routed through Special Secretary and if any changes are to be made Secretary will send back the file with suggestions so that when the file reaches Home Commissioner the clear picture of the subject matter is projected.

 

Home Commissioner:- In Routine office work the final decision is taken by Home Commissioner.

Minister in charge: - All the Policy matters are put up to Minister in charge  for final decision.

Cabinet:-Important policy matters are put up to Cabinet for approval.

The procedure followed in the decision making process, including channels of supervision and accountability

 

The procedure for decision-making process, including channels of supervision and accountability are as provided and governed by the  rules of Executive Business  and  as per the Manual of Office  Procedure, Nagaland Civil Secretariat.

                        The decision making in respect of the Department is vested with the administrative head. All papers relating to the subject matters of the Department  are initially processed at the branch level by UDAs and LDAs who submits the file to their immediate superior, the superintendent, who in turn, submit to the Under Secretary, -Deputy Secretary-Special  Secretary-Home Commissioner and Minister.

                        In matters of sanction, all proposals for drawals given only after formal order issued by the State Finance Department in the form of Drawal Authority or Concurrence. Supervision at the Branch level comes under the responsibility of the Superintendent/Section Officer. Over all accountability rests with the officers and staffs for the timely disposal/discharge of the works assigned to each branch.

 

Home Commissioner:- In Routine office work the final decision is taken by Home Commissioner.

Minister in charge: - All the Policy matters are put up to Minister in charge for final decision.

Cabinet  :-  Important policy matters are put up to Cabinet for approval.

The norms set by it for the discharge of its functions

 

The Department follows the norms set by the Government of Nagaland in the Nagaland Manual of Office Procedure. Besides, the Guidelines, Orders, Memorandums, Acts and Rules and Regulation of the State and Central Government as are applicable.
