PARTICULARS OF ORGANISATION, FUNCTION AND DUTIES
Introduction
The Home Police Department in the Nagaland Civil Secretariat is the administrative Department of the Police set up which handles establishment matters of IPS and NPS, budgetary matters and policy matters.
Objectives
To ensure effective function and management of matters relating to Police.
Functions
1. Requisitioning of NPS posts to NPSC for recruitment.
2. Forwarding of proposal to UPSC for promotion of NPS Officers to IPS.
3. Promotion and transfer and posting of Gazetted Police Officers.
4. Court cases pertaining to Police Department
5. MACT cases.
6. Expenditure sanctions of the Department.
7. Security deployment.
8. Trainings
9. Matters relating to Regimental medical facilities.
10. Construction matters
11. GPF,MR and MA.
12. Handling of miscellaneous matter which requires administrative approval.
13. Creation of posts.
14. Ex-gratia for police personnel
15. Extra-ordinary pension

Merit/urgency of the case
The papers are processed by the dealing Assistants and scrutinized by the Superintendent. And through the Under Secretary and Joint Secretary the file is send to Special Secretary. Routine Matters are disposed by the Special Secretary and matters requiring further decision is send to the Home Commissioner, who is vested with final decision.
The proposal for expenditure sanction are issued after obtaining the clearance of Planning Department and concurrence of Finance Department.
The Home Commissioner supervises the over-all administration programme and policies.
The Officers and staffs of the Police Department are accountable for timely disposal of works assigned to them.
Home Commissioner:- In Routine office work the final decision is taken by Home Commissioner.
Minister in charge: - All the Policy matters are put up to Minister in charge for final decision.
Cabinet:-Important policy matters are put up to Cabinet for approval.
THE NORMS SET BY IT FOR THE DISCHARGE OF ITS FUNCTIONS
The Police Department follows the norms set by the Government of Nagaland in the Nagaland Manual of Office procedure including any guidelines or Acts/Rules issued by State and Central Government.
THE RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND RECORDS, HELD BY IT OR UNDER ITS CONTROL OR USED BY ITS EMPLOYEES FOR DISCHARGING ITS FUNCTION.
