MANUAL – I: Particulars of the Organization, Function & duties
1. INTRODUCTION: Handloom & Handicrafts Sector in Nagaland has a vast potential for growth and for facilitating economic self-reliance for the majority of unemployed youth. Production Development and promotion of handloom & handicrafts are the primary objectives with which The NAGALAND HANDLOOM & HANDICRAFTS DEVELOPMENT CORPORATION LIMITED, was established in the year 1979.
2. NAME OF THE ORGANIZATION: NAGALAND HANDLOOM & HANDICRAFTS DEVELOPMENT CORPORATION LIMITED (A Govt. of Nagaland Undertaking)
3. MISSION/VISION STATEMENT: NHHDC, vision Statement for the year 2020.
i) Developing core skills of artisans and weavers to ensure quality and quantity production to meet the demands of the market.
ii) Facilitating the formation of craft clusters, particularly in rural areas, to ensure organized production and marketing, thereby developing, strengthening and empowering rural communities.
iii) Formation of market links for rural communities by facilitating the growth of Collection centers across the State.
iv) Making credit facilities accessible to Craftsmen/Weavers in order to enable them to invest in production related activities.
v) Production of export oriented products that will meet international standards in terms of quality and at the same time be competitively priced.
4. OBJECTIVES: In pursuance of its objectives, the NHHDC has been investing in production activities, procurement of finished goods as well as implementing a variety og activities aimed at developing the handloom & handicrafts sector of the State.
5. ACTIVITIES/FUNCTIONS OF THE ORGANIZATION: The NHHDC has adopted a variety of new policies to accelerate the production process of the Corporation as well as to enhance its marketing and promotional services.
Promotional activities such as organizing of exhibition, District Level Festival Fairs, Craft Bazaar, Handloom Expo, within and outside the State are carried out regularly to provide a platform to weavers, artisans to promote their products as well as to educate them about the intricacies of the markets. The NHHDC has also widened its scope to include development activities, skill up-gradation and design support with the financial assistance from the Ministry of Textiles, Govt. of India.
The NHHDC also entered a new phase by assuming its role as a State Channelizing Agency of the National Minority Development & Finance Corporation LTD., NEW DELHI for providing financial assistance to its registered member in the form of short term loan.
6. ORGANIZATIONAL STRUCTURE: The NHHDC function as a company with a Board of Directors chaired by a Chairman nominated by the State Government. The Executive set-up is managerial and is headed by a Managing Director assisted by 2 General Managers. At present there are 6 (six) sections i.e. Finance, Marketing, development, Administration, Store & Project Cell, to look after the entire gamut of NHHDC activities. The NHHDC has 135 Officers/Staffs on its payroll and 9 staffs on fixed wages at the following categories –

The norm set for discharge of functions.

Types of norms –
1. Norms for Officers : The Managing Director, under proper authority from the Board of Directors may delegate any of his power for issue of such administrative instructions to any Officer as he may from time to time specify.
2. Staff norms : Staff shall serve the Corporation honestly & faithfully and
shall use his utmost endeavour to promote the interest of
Corporation.
3. Quality norms : The whole time of an employee shall be at the disposal of the
Corporation, and he shall serve the Corporation in its business
in such capacity and at such place as he may be from time to
time directed.
4. Monitoring &
Evaluation norm : The Annual Confidential Report is prepared taking
into account based on Employee performance.
