FISHERIES DEPARTMENT, GOVERNMENT OF NAGALAND.
Introduction:
The Department of Fisheries, Government of Nagaland, is a full-fledged permanent Department headed by a Secretary in the Administrative level and a Director in the Executive level. The Department is responsible for Fishery development in the State through implementation of various State and Central programmes.
With the expansion of the Department with time and diversification of Fishery development activities in the State, now, the Department has subsidiary establishments in all the Districts and in some Sub-Divisions.
Fishery Department is a technical Department and hence technical personnel having their background in Fishery Science provide the task force of the Department.
Name of the Organization:
Department of Fisheries, Government of Nagaland.
Mission/Vision Statement:
The Vision Statement of the Department is to strive towards sustainability in Fisheries by way of practicing sustainable Fisheries and to achieve sustainable fish production for sustainable economic development.
Objectives of the Department:
The prime objective of the Department is to attain level of self-sufficiency in fish production through efficient utilization of available resources, to lay special emphasis on human resource development and to diversify Fishery developmental activities through application of innovative and scientific technologies. It further aims to economically uplift the rural poor, to encourage entrepreneurship and promote investment in Fisheries sector through Public Private Partnership.

Note: In the process of decision-making for putting up proposals to the Central/State Government, a High Level Committee comprising of the Administrative Head i.e. the Secretary, the Executive Head i.e. the Director, the Additional Director and the Officer-in-Charge of the Scheme is formed.
The decision of the Administrative Head will be final. The Financial Decision however lies with the Director who in consultation with the Technical experts will work out the project/programme outlay.
The channel of supervision involves the Executive head who will direct his subordinate Officers/Scheme In-Charge and Technical experts to survey and study/assess the project for its feasibility with beneficial outputs of the said project/scheme. The team of experts will then make a thorough investigation on the project viability keeping impact assessment and project accountability in mind. They will then submit the feasibility report to the Director for onward submission to the Government for final approval.
What are the arrangements to communicate the decisions to the public?
With whom/authority the final decision lies?
For development projects involving community/village/public, the Department calls a meeting of the village/community heads and a Memorandum of Understanding (MoU) is signed during the meeting for undertaking such projects.
However, for normal Departmental schemes, the technical staff will communicate with the public through field survey for actual project feasibility. The project of the public in such cases depends on the recommendation of the technical officers.
However, in all cases, the final decision lies with the Head of the Department i.e. the Director.

Implementation of Centrally Sponsored Schemes
For implementation of Departmental schemes such as CSS, the Officers are required to select the beneficiaries of the scheme based on the criteria/guidelines laid down by the Department.
There is also a specific time frame within which submission of proposals/ applications and verification of projects must be completed after which no proposals are entertained.
For example, applications for Fishery subsidy under CSS schemes are till 31st August every year.
Any projects other than normal Departmental Schemes/programmes cannot be taken up by a District Officer or any other Officer without prior consultation with the Director.
Hence, the powers of the Department Officers are limited only to normal Departmental Schemes/programmes.
2.
Office functioning
For exercising any powers/duties, all staff requires exercising their duties within their powers and capacity allotted to them. The Director will ensure that strict compliance to the office functioning procedures are maintained including all file movements
1. To deliver quality service/goods to the public, the HoD will ensure that every employee perform his/her duty with punctuality and sincerity. It is the endeavour of the Department to redress all public grievances and deliver the best of services/goods.
2. To maintain accountability/ transparency, the HoD will ensure that the Officer-in-Charge/ Dealing Assistant always maintain the related documents/files in place carefully indexed and catalogued fro ready reference. The Officer-in-Charge/Dealing Assistant will be solely responsible for maintenance of such records.
