THE PARTICULARS, FUNCTIONS AND ACTIVITIES OF THE DEPARTMENT OF LAND RESOURCES DEVELOPMENT, NAGALAND
The Department Wastelands Development was created vide Govt. Notification No.AR/ O&M/2/93 Dated 14-9-93. Since its creation, the Department is successfully implementing Integrated Wastelands Development Projects (IWDP) a Centrally Sponsored Scheme under Ministry of Rural Development, Department of Land Resources, Govt. of India.The nomenclature of the Department is now “ Land Resources Development ” Department with few officers and staff of various disciplines drawn from Agriculture and Allied Departments. Subsequently, two other schemes under State Plan were added to the Department namely; Agro-Forestry (Fallow Management) and Rubber Plantation Development. During 2007-08 the Department has been made the nodal Department for Bio-Resources Mission and Honey Mission.

INTRODUCTION:
Land Resources are degrading fast in Nagaland due to continuous Jhuming, deforestation for commercial logging, felling of trees for fuel purpose etc. With the removal of vegetative covers, the soil erosion and land slides caused immeasurable damages to the cultivable lands. The Land Resources Development Department is created to reclaim fast degrading Land resources through management intervention and put the land under the optimal use without wastage in terms of time and area for attaining sustainable maximum production of its resources to meet the ever increasing needs of their growing population.
With the increasing pressure of population, there is an excessive demand of more land both for agriculture and non-agriculture. This has resulted in creation of vast stretches of wastelands in the state and decrease in per capita cultivable land besides ecological imbalances. The change therefore, is necessary for the management of Land Resources since the food production per unit area in the shifting cultivation is very low. Hence, persuasive effort has to be made to bring the people of the state to the awareness of Ecological, Social and Economic disaster being caused due to degradation of Land resources.
OBJECTIVE:
The main objective of Land Resources Development Department is to increase productivity of land resources, creating employment opportunity both in Public and Private Sectors, raising rural economy and restoring ecological balance on sustainable manner.
ACTIVITIES OF THE DEPARTMENT:
A. CENTRALLY SPONSORED SCHEME (CSS):
1. INTEGRATED WATERSHED MANAGEMENT PROGRAMME (IWMP):
Integrated Watershed Management Programme (IWMP) sponsored by Ministry of Rural Development, Department of Land Resources, Government of India. The funding pattern of the projects is in the ratio of 90 : 10 between the Centre and State Government. There are twenty two on-going projects covering all eleven districts of the state.
1 A. Participatory Rural Appraisal (P.R.A):
a) Participatory Rural Appraisal (P.R.A) Exercise: The IWMP adopts bottom-up planning approach and therefore the project starts with visit of the Watershed Development Team (WDT) members and the Field Staff to the Watershed Villages and interact with the farmers and know their wishes and aspirations so as to derive maximum benefit out of this project. It also diagnoses the important problems and come to the understanding of the village community’s priorities. This enables WDT members and the Field Staff and the village community to arrive at a common outline of the action plan.
b) Village council or Watershed Committee WC oversees the day-to-day activities in the Project. Necessary information is being given to the field staff by the Village council or watershed committee.
B. Formation of Women Self Help Group (S.H.G):
Women Self Help Groups (SHGs) are formed in all the Watershed Villages. Women are selected because in rural areas the women groups are the weakest due to socio, economic and traditional land holding rights. Yet they are a potential group to generate income and uplift the economic conditions of the family and they are more receptive and responsive to change. Thus far the Department has formed Self Help Groups in all the Micro-watershed villages in the State.
All the Self Help Groups are made to open join Bank Account before they start their work. An amount of Rs.10,000/- (Ten Thousand) is given to each Self Help Group as ‘Seed Money’ or “Revolving Fund “. Income-generating activities are taken up by the Self Help Group to sustain their livelihood. Activities such as Weaving, Piggery, poultry, cultivation of ginger and passion fruits, bee keeping etc are taken up by SHGs. Self Help Groups are also being channelized to financial institutes and Banks for loans and other assistance.
C. Training:
The capacity building training is imparted to the field staff before they go to the farmers. The department also conducts trainings for Watershed Association, Women Self Help Group members and beneficiaries to actively involve and enhance the degree of people’s participation in all spheres of activities for the implementation of IWMP. Training is also conducted to create awareness about the degradation of land resources, protection of environment and economic sustainability (livelihood) of the farmers.
D. Watershed Management Activities:
Different types of commercial trees, plantation crops and fruit tree species are provided to the farmers. Nurseries are raised in the project areas by the user groups and Self Groups and planted in the Watershed areas. Soil conservation measures such as bench terrace, contour bunds and half-moon terrace are constructed to conserve soil and moisture in the Watershed areas. Water-harvesting structures and Farm Ponds are constructed to impound runoff and recharge ground water storage.
B. STATE PLAN SCHEMES:
1. AROMATIC CROPS:
Considering the prospect of cultivation of aromatic crops in Nagaland and the quantum of demand in the national and international market, the department is promoting Aromatic crops in all the Districts in Nagaland. At present the exotic crop such as Lemon grass is introduced in the state extensively under various programmes. The Department is also promoting indigenous medicinal crops through germ-plasm collection in the Department’s Demonstration-cum- Research Farm.
2. AGRO-FORESTRY:
The Department is implementing Agro-Forestry sanctioned by NABARD under RIDF for providing credit facilities to farming families in the state for cultivation of cash crops in plantation areas.
Objectives :
1. To bring about physical improvement of natural resources in watershed areas and in production system built on improved natural resources.
2. To have continuous involvement of people residing in the watershed area in promoting sustainable economic development.
3. To change the mind-set of people from subsidy-oriented to self-reliant credit approach.
4. To generate avenues for self employment and meet basic and developmental needs through the same piece of land.
3. RUBBER PLANTATION SCHEME:
Rubber Plantation Scheme through negotiated loan from NABARD for development of plantations under RIDF in collaboration with the Rubber Board in the watershed areas. A rubber development plantation scheme comprising 3 components viz, new area expansion, rubber road and rubber processing center has been sanctioned under RIDF – XII. Under RIDF-XV
4. RESEARCH-CUM-DEMONSTRATION FARM:
The department has established Research-cum-Demonstration Farm at Ruzaphema Village, Dimapur District. The activities in this farm mainly emphasize on cultivation of horticultural crops, plantation crops, afforestation, agro-forestry, cultivation of Medicinal and Aromatic crops soil and water conservation measures, etc the department has successfully constructed a high tech and low cost Poly House and off-season vegetables are being harvested.
5. PROTECTION OF ENVIRONMENT THROUGH EARTHEN ECONOMIC KITCHEN (E.E.K):
In order to protect Environment, preserve forest, conserve energy, maintain ecological balance and reduce the labor for collection of firewood, the Development has innovated Economic Earthen Kitchen (E.E.K) for the rural farming community, which is first of its kind for the farmers in Nagaland. The farmers’ response for this kitchen has been tremendous.
In most of the villages where these kitchens are in used, the fuel consumption has bee reduced to almost half of the normal consumption. Construction of this Economic Earthen Kitchen being very simple cost nothing and therefore, there is no expenditure either from the CSS or under State Plan and Non-Plan. The department has made it a movement in several Districts in the state.
6. PROMOTION OF ORGANIC FARMING:
Keeping in view the need to promote Organic farming in the state, the Department has introduced Bokashi Bio-fertilizer. This is a Japanese technology which is very simple and can be prepared by any category of farmers regardless of their economic status. This is made of locally available materials such as chicken litter, ordinary soil, ash and rice husk. This manure can be ready for use in the field within a week. This new technology is easiest and cheapest for the poor farmers.

- The Director is the head of the decision making in the Department.
- Administration – all files relating to administrative matters are processed by LDAs to UDA who submit the files to Superintendent/ Registrar and submit the file to Deputy Director (Administration), Joint Director (Administration) and to the Director for final orders.
- Planning – The Planning Files are processed by LDA who is the dealing assistant and moves to the Accountant and to Registrar and then to Project Officer and to Joint Director (Planning) and to Director for final decision.
- Budget & Accounts – Budget & Accounts files are processed by the Account Section and checked by the Accountant and to the Deputy Director who is DDO for comments and finally endorsed to the Director for final decision.

The Department of Land Resources has formulated the various schemes under Centrally Sponsored Scheme and State Plan. Which are as follows:-
- The implementation of the projects are done with peoples participation in consultation with Village Council.
- The formation of Self Help Group (SHGs) is done with the assistance of Watershed Committee members in all the watershed villages.
- The Director approves and reviews the Annual Action Plans for all Central and state Sector Schemes and monitor the implementation of programmes.
- Monitoring of Integrated Wastelands Development Programme (IWDP) Schemes by
(i) State Level Vigilance & Monitoring Committee (SLVMC) with Minister (RD) as Chairman, MPs of Lok Sabha & Rajya Sabha and five elected Representatives as members.
(ii) District Level Vigilance & Monitoring Committee (DLVMC) with MP as a Chairman and all elected members of the District as members. The SLVMC & DLVMC is constituted to keep vigil at the field and ensure implementation of schemes take place in right earnest.
- The Department conducts Surveys/Census of the Watershed Villages before launching the new projects. The watershed Committee/Watershed Association & Village Councils and field functionaries are mobilized to carry out the programme. Awareness campaigns are also held at the village level.

Directorate of Land Resources Development has not notified any Committees. Details of committees notified by Government of Nagaland, are as follow :-
Departmental Promotion Committee :
a) The Departmental Promotion Committee with Chairman NPSC as Chairman was
constituted to consider promotion for the Gazetted posts in the Directorate.
b ) The Departmental Promotion Committee was also constituted to give promotion to
Non- Gazetted posts in the Department of under the Chairmanship of Director
Land Resources Development.
- Monitoring of Integrated Wastelands Development Programme (IWDP) Schemes by
- State Level Vigilance & Monitoring Committee (SLVMC) with Minister (RD) as Chairman, MPs of Lok Sabha & Rajya Sabha and five elected Representatives as members.
