1. Introduction : The Higher & Technical Education was a part of the erstwhile Department of Education. However, from 1st May, 1983, a separate Department was formed for Higher & Technical Education. Later on with effect from 1st October, 2004, the Technical Education was also detached from the Department of Higher Education. The Higher Education Department now caters to the overall development and maintenance of the Government Colleges and also assists the Secular Private Colleges and Government permitted Theological Colleges Financially.

(i) DIRECTORATE OFFICE :-
The decision making in respect of the Directorate of Higher Education is vested with the Addl. Director & HOD. This includes Administration, Academics & DDO powers.
Supervision : The works are decentralized. Eg:- An officer is given in charge of a specific branch.
Jt. Director – Deals with Academic files, Construction works & NAAC (National Assessment & Accreditation Council) programmes.
Deputy Director – Scholarship matters.

Accountability : The officers & staffs are made accountable and advised not to hold up files for more than a day or two.

Advisory Committee and governing Body.
As per Nagaland University Ordinance, every govt. college is to constitute an Advisory Committee to look after the well-being of the college.

(2) Two teachers of the University nominated by the Executive Council.
Similarly, in every private colleges a Governing Body is constituted as follows :-
Not more than fifteen persons approved by the Executive Council and including among others,
(i) two teachers of the University to e nominated by the Executive Council
(ii) three representatives of the teaching staff of whom the Principal of the college shall be one.

Introduction: NAAC is an excellent National Programme for assuring Quality in Higher Education. Since its inception in 1994, NAAC has generated a lot of Quality consciousness among the Academia as well as among parents and the society as a whole. NAAC was set up by the UGC as an autonomous body mainly to assess and accredit Higher Education Institutions so that the basic minimum requirements are set in place in the colleges and universities. Therefore, NAAC Assessment & Accreditation is a must for Higher Education Institutions.
The Department of Higher Education, Nagaland is closely working with the National Assessment and Accreditation Council, Bangalore in order to assess, promote and sustain Quality Education in the state. This involves conducting Principal’s Workshops, Seminars for Coordinators and visiting colleges including the far flung areas to create awareness to motivate and guide for Assessment & Accreditation. The effort of the Department is showing results. Colleges are now well aware of the importance of quality education. It is encouraging to see that some colleges have taken steps for Assessment & Accreditation.

14th July 2006 : SLQACC 1st meeting. unanimously resolved to set up the CQAC,
“ a working group” to visit colleges for creating awareness, provide
direction and guidance to undergo NAAC Assessment & Accreditatioin.
17th October 2006 : CQAC 1st meeting. A concrete actionplan was chalked out to visit the
colleges covered under section 2(f) and 12 (B) of the UGC Act 1956
which are yet to be assessed by NAAC

12th October 2009 : SLQACC 3rd meeting. Following the report of the CQAC, the
decision to set up a “ High Level Committee on Quality Assurance”
(HLCQAC) was taken. For ascertaing the maintance of minimum
standards in the Higher Education Institutions as per the UGC and
NAAC requirements. IQAC to be established in all colleges in Nagaland.
26th October 2009 : Brochure brought out. An awareness campaign for NAAC Assessment
& Accreditation.
27th October 2009 : One Day Seminar on “Quality Management in Higher Education” for
principals of secular colleges in Nagaland.
28th Octob er 2009 : PCC visit with Prof. H.A. Ranganath, Joint Director Coordinated the
visit.
21st June 2010 : QAC Heads meeting at Bangalore (4th meeting) Chubainla Jamir,
Director, Higher Education attended the meeting.
13th July 2010 : HLCQA 1st meeting. Deliberating on how to develop our colleges, an
emergency “One Day Workshop” was decided upon since the 3rd UGC interface meeting was close at hand.
19th July 2010 : One Day Workshop on UGC & NAAC for Principals and Coordinators
(IQAC) of 2(F) and 12(B) colleges was held. It was a very fruitful
exercise.
18th January 2010 : PCC, Peer Team Visit for reaccreditation. Shri A.M.Toshi Jamir,
Director, Higher Education represented the Government during meeting
between management and Peer Team.
30th August 2010 : SLQACC - 4th Meeting. Steps taken to bring more colleges under 2(f)
and 12(B) section of the UGC Act 1956. Advertisements for NAAC A & A tobe pursued, A magazine to be brought out for dissemination of information on A & A i/c HLCQA.
30th August 2010 : St. Joseph’s College, Jakhama – Peer Team Visit for reaccreditation.

Conclusion :
Under the dynamic leadership of the Hon’ble Minister and the guidance and support of the Commsioner & Secretary, The NAAC activities in the State had started with a sense of urgency. I believe the colleges are already well aware of the importance of Assessment & Accreditation. It is our hope and belief that every college will take the initiative for assessment. Accredited colleges are esteemed highly by one and all, and are considered fit for further assistance by various sponsoring agencies. Colleges that remain unassessed are viewed with doubt and may find themselves unable to compete with others and ultimately get phased out. The new accreditation law currently under consideration of the Indian parliament requires all Higher Education Institutions to get accredited. For non-accreditation, there are stiff penalities. Therefore, before such law come into effect, the colleges will be well adviced to prepare well and get ready for accreditation while they have the time.
We are trhying to facilitate NAAC programes in the State and by doing so, we believe the quality of Higher Education will drastically chang for the better.
PROCEDURE OF NAAC ASSESSMENT OF AFFILIATED COLLEGES
1. ELIGIBILTY
Which colleges may apply ?
- Colleges affiliated to a “recognized University” and which have completed 5 years since their establishment or with a record of at least 2 batches of students having completed their degree programmes, whichever is earlier.
2. THE PROCESS OF INSTITUTIONAL ASSESSMENT & ACCREDITATION
It involves 4 stages –
i. On-line submission of letter of intent (LOI) & Institutional Eligibilty for Quality Assessment (IEQA) format
ii. Preparation and submission of a Self Study Report (SSR) by the Institution.
iii. Peer team visit to the Institution.
iv. Final Decision by NAAC.
FEE STRUCTURE :
On the recommendation of the Executive Committee (EC) of NAAC, the University Grants Commission (UGC) has approved the following fee structure-
i. For seeking IEQA status – Rs. 2000/-
ii For Assessment & Accreditation-
Colleges with faculties i.e. Arts, Science (Commerce
will be treated as a part of the Arts) -Rs. 50,000/-
Colleges with single faculty viz. Arts or Science or
Law or any other -Rs. 25,000/-
* For institutions covered under the 2 (f) & (b) of the UGC Act, 1956, the Accreditation fee is waived.

The period of Accreditation status and grade are valid for 5 years from the date of approval by the Executive Committee of NAAC. Institutions which attain a CGPA of ≤ 1.50 are not accredited. They may try again after completion of one year from the date of intimation by NAAC.
